Landslide hits Dibang Valley, one dead

ANINI, Jun 8: There has been a devastating landslide in Dibang Valley district, reportedly killing one person on June 3 and blocking the road link to district headquarters.

An excavator operator is presumed dead after a landslide washed the heavy machine and man in the deep valley of Ryanli in Dibang Valley district on June 3 last.

The four day search operations conducted jointly by the police teams from Anini and Roing, ITBP and Arunachal Scouts have been unsuccessful in locating the body. However, the excavator has been located.

The road to Anini also remained blocked for four days whilst the operations were ongoing, cutting off Anini from the rest of the state.

An official report said that the search team could not reach the location due to blockage at multiple places from Anini.

APPDSU blames state govt for poor academic performance of students

ITANAGAR, Jun 8: Blaming the Education Department and the state government for poor academic performance during the last academic session, the All Papum Pare District Students' Union (APPDSU) also ridiculed the Chief Minister's smart class room project.

Armed with RTI documents, the Union claimed that no textbooks were distributed to schools in the academic session of 2016 to 2017. "It is very shocking that the state government did not bother to sanction fund for the procurement of textbooks in the last academic session.

No fund was also sanctioned for procurement of NCERT/CBSE textbooks for academic session 2017 to 2018," it said.

While the students are going to schools without textbooks, the Chief Minister came into light for announcing Smart Class Room Project under Chief Minister's "Adhunik Shiksha Yojana", for which Rs 30 crore has been sanctioned for the financial year 2017-18, the Union ridiculed.

"When the Director of Elementary Education (DEE) is unable to clear Rs 5 Crore pending payment against textbooks procured previously from the private publishers/distributors, what is the use of introducing smart classrooms, replacing blackboards?"

The APPDSU said that it was because of deliberate negligence and discriminatory policy adopted against poor students by the Education Department and the state government.

Alleging that the Education Department is infected with corruption and mal practices, the Union said, "There should be immediate inquiry into corruption, mal-practices and recruitment of teaching and non-teaching staff in violation of prescribed guidelines".

It also threatened to take the path of agitation if the state government keeps mum on the pathetic condition of the education sector of the state.

Fire destroys 6 houses

AALO, Jun 8: Six houses have been completely gutted in a devastating fire that occurred at Gumin Yijo/Police Training Centre at around 11.30 pm on Wednesday last.

Two fire trucks were pressed into service to douse the ravaging fire, which affected about eight families. The efforts of firemen who struggled hard to extinguish the fire amid bursting of many LPG cylinders prevented the fire from spreading to nearby oil storage tank of IOC near the ALG.

Meanwhile, Aalo East MLA, Jarkar Gamlin, who reached the spot, donated some amount to the fire victims as relief measures.

Deputy Commissioner, Gamli Padu, Town Magistrate, Liyi Bagra and DDMO, Dorjee Nima also handed over Rs 3,800 to each family of fire victims as immediate relief on behalf of the government.

West Siang ZPC, Yaman Bagra also donated some amount to the fire victims. Members from Para Legal Volunteers team also visited the site, while EAC judicial, Liyi Bagra took stock of the damages incurred. (DIPRO)

Poma water supply restored

ITANAGAR, Jun 8: The PHE and WS Department has managed to repair the damaged water pipeline at Poma. While informing this, PHE & WS Capital Division Executive Engineer, Tadar Mangku said that water supply was restored on Thursday.

"With team efforts of engineers and staff, we managed to restore the water supply, and normal water supply will start from Friday morning onwards. We extend gratitude to the people of Itanagar for supporting us during this water crisis period," said EE Mangku.

Onus on state to implement projects: Kiren

ITANAGAR, Jun 8: Minister of State for Home Affairs, Kiren Rijiju said that a record number of PMGSY projects have been sanctioned for the state, but that the onus lies on the state government to implement these projects in the right perspective.

He said this while speaking at the Sabka Saath Sabka Vikas Sammelan at Bomdila on Thursday.

Highlighting various initiatives taken by the Modi-led Government in the center, Kiren dealt on Digital India, Jan Dhan Yojana and the reasons which led to demonetization in November last. He also informed that 433 police personnel from the eight north-east states have been inducted in the Delhi Police.

Having inspected the internal township road early in the morning, the MoS complimented the DC and the AE (PWD) for ensuring good quality CC pavement roads, but also expressed dismay over the reported allegations of officers asking for commission in tender and other contractual works. He directed all to refrain from such uncalled for, illegal and unethical practices forthwith.

Local Legislator cum advisor to CM, Japu Deru and Parliamentary Secretary for PHED&WS, Kumsi Sidisow called on the officers to reach out to the people at the grassroots while implementing various flagship programmes of the central government. They said that the PRI leaders can be made an effective medium for implementation of the said schemes.

At a similar Sammelan in Seppa, Kiren highlighted the BJP-led NDA government's achievements and developmental initiatives during the last three years. Rijiju exhorted the youths, intellects and elite groups to promote and educate the general public about ways and means of digital payment.

Acknowledging that road communication is vital for other developmental aspects, he reiterated that not a single road project is pending at Delhi till date. Speaking about the Swachh Bharat Abhiyan, he requested the public not only to keep their surroundings clean and hygiene, but also to change their mindset for progressive development.

Tirap emerges overall team champion in Khelo India state level competition

ITANAGAR, Jun 8: Tirap district with total points of 100 emerged overall team champion of Khelo India U-17 (Boys & Girls) state level annual competition.

Kurung Kumey district with 94 points was declared the runners-up.

The three days event was organised by the Sports Authority of Arunachal (SAA), in association with the Department of Sports & Youth Affairs, (GoAP), and in collaboration with the Ministry of Youth Affairs & Sports, Government of India.

Addressing the closing ceremony at SLSA Sports Complex here today, Home, Labour & Employment Minister, Kumar Waii said that he would personally pursue the government to provide adequate fund for development of games and sports in the state.

Exhorting the players to take sports as a profession, he also assured financial assistance to budding sports persons for their participation in national and international events.

The cash award of Rs 3000 for gold medal, Rs 2000 for silver medal and Rs 1000 for bronze medal, along with merit certificates and medals were given away by host of guests, including Waii.

SAA Chairman, Bamang Tago, SYA Secretary, Dani Salu and a host of departmental officers attended the closing ceremony.

Questionable delay by RWD

PASIGHAT, Jun 8: There has been an undue delay in reconstruction of RCC brick wall at Veterinary Training Institute (VTI) at Pasighat, which is being taken up by Pasighat division of Rural Works Department (RWD).

It may be recalled that Pasighat Rural Works division was implementing the wall construction scheme worth Rs 75 lakh during 2015-16, which was found 'defective' and not executed as per the Central PWD guidelines and norms specified in the Detailed Project Report (DPR).The alleged irregularities in implementation of the project evoked massive public concern and finally Shoney Pertin and Omuk Aje moved the East Siang DC for his intervention.

The East Siang Deputy Commissioner after a board inspection directed the Executive Engineer (RWD) Pasighat division to rectify all technical flaws and repair the defective structures of the RCC wall at VTI and submit the completion report within a period of 30 days.

It was reported that the RCC wall was erected without iron rod supported plinth-base, which caused emergence of many a large cracks along the newly constructed wall.

Pertin and Aje alleged that the contractor, taking advantage of leniency of the RWD engineers, executed inferior quality construction and thereby misappropriated huge amount of public money.

"The RWD officials assured to rectify the technically defective RCC wall at VTI within the stipulated time, but no progress has been noticed so far. Observing the snail-pace mode of the ongoing work, one cannot believe that they will complete the work within time frame", the duo activists lamented.

However, the Junior Engineer entrusted to look after the construction work at VTI, told this Correspondent that they would completely dismantle all defective portions of the RCC wall and take up reconstruction. He has pointed towards inclement weather situation for delay in reconstruction works.

Arunachal will become open defecation free by 2018, says Pema

ITANAGAR, Jun 8: Arunachal Pradesh will become an open defecation free state by 2018, said Chief Minister Pema Khandu, adding that PHE Department is implementing the programme and will ensure the target.

Pema said this during a felicitation cum thanksgiving programme on successful completion of Swachh Survekshan 2017, held at the Banquet Hall here on Thursday.

According to the government's statement, Itanagar, the state Capital city, from being the India's third dirtiest city, has risen to 216th position among the cleanest cities of the country in just one year under Swachh Survekshan 2017.

"It is a significant achievement made by the state capital, thanks to the 'Team Arunachal' motto adopted by the Itanagar Municipal Council (IMC), Capital Administration, NGOs and individuals", said Pema.

Pema asserted that sanitation is not only the responsibility of the government, the IMC or the district administration, but also the citizens. He called upon each and every individual to take responsibility of keeping their surroundings clean and help the system work efficiently. He also beckoned all to take the city from the current 216th position to the top ten in the coming year, for which, he assured full support and cooperation to the IMC in all its endeavours, and urged the Council members to utilize the funds granted judiciously.

Pema also hailed Prime Minister Narendra Modi, who had launched the Swachh Bharat Abhiyan in 2014 and said the cleanliness drive was seriously taken by all state governments. The Prime Minister is serious about all the schemes and programmes announced, and made it mandatory for the Chief Ministers to submit reports on actions taken and achievements made once in two months.

Deputy Chief Minister Chowna Mein stressed on creating civic sense amongst the citizens and called for the leaders to set examples for the common people.

Urban Development Minister, Nabam Rebia and Chief Secretary Shakuntala Gamlin also congratulated the IMC for the achievement and asserted that now the target should be to reach the top ten cleanest cities of the country.

Announcing the future road map under Swachh Bharat Abhiyan, Capital Complex Deputy Commissioner, Prince Dhawan informed that three major initiatives would be launched very soon that would augment the already existing collection and disposal of garbage in the state capital.

Earlier, IMC CMEO Habung Lampung explained the process and steps taken during the last year that enabled Itanagar to better its image on the sanitation front.

A host of councillors, officers, NGOs involved in door to door garbage collection (Eco Tourism Society), artistes who helped in campaigning, sanitary assistants, drivers, cleaners and sweepers were felicitated for their outstanding contributions in helping remove the tag 'third dirtiest city' from Itanagar.

Later, three technical sessions - Role of Citizens, Segregation at Source and Role of Technology - were held for the councillors, municipal officers, staff, NGOs and other stakeholders.

While Secretary of the Brand Ambassador Committee Tumbom Riba Jomoh took the first session, IMC Executive Engineer Tadar Tarang took the second and the third technical session was taken by Circle Officer Bitu Kri.

Parl Secy Natung visits Kampu Hollen Orphanage

SEPPA, Jun 8: Parliamentary Secretary RD and IPR, Mama Natung, along with Anchal Chairperson Yatek Natung and other officials on Thursday visited the Kampu Hollen Orphanage.

During the visit, the Parliamentary Secretary enquired about the children, their education and several other issues concerning the organization. He inspected the orphanage and personally interacted with the children and members of the Kampu Hollen Orphanage Welfare Organisation.

Interacting with the children and members, Natung expressed gratitude to the organization, particularly to its Chairperson Renu Bangde, for showing the people the real path of humanity, which demands love and care. He added that it is indeed a case of pride and honour for the entire district to have such an organization.

Handing over a cash amount for fulfilling interim necessities, he suggested the organization to approach all relevant departments for availing benefits under various social welfare schemes of the government.

Natung also assured to bear all the charges for repairing and electrification of the orphanage. He also announced to provide Rs 3 lakh every year to the organization for running the orphanage, and announced that he would also donate a vehicle to the orphanage.

At language training, Tashi calls for preservation of Bhoti

TAWANG, Jun 8: Five days training on Bhoti language, organised by the Department of Karmik and Adhyatmik (Chos Rig) Affairs at Tawang concluded on Thursday.

Speaking on the occasion, Tawang MLA, Tsering Tashi stressed on the importance of Bhoti language in preservation and promotion of age old culture and tradition.

Appreciating the efforts of the department, he said that the main objective can be fulfilled only when the knowledge gained by the trainees is shared not only with the students but also amongst elders.

DoKAA Chairman Jambey Wangdi emphasized on the need of learning bhoti language for various reasons, including access to Tibetan literary output or sacred texts. He highlighted how the language is gaining popularity worldwide and being taught in various universities throughout the world.

The programme saw Abbot of Tawang Monastery, Bikhu Panya Rakhita of Mahabodhi Society, Former Chairman APPSC Rinchen Dorjee, prominent scholars from the district and from Dharamsala imparting training as resource persons to 100 trainees comprising of in-service Bhoti teachers, social workers and interested government employees. ICC smart classrooms training for teachers throughout the state

ITANAGAR, Jun 8: The two days computer training for the teachers for smart class room began in various parts of the state.

At Itanagar, the training began at the auditorium hall of the Government Higher Secondary School on Thursday, where a total of 112 teachers from 56 different schools of Capital Complex are participating.

Inaugurating the two days training, Capital Complex Deputy Commissioner Prince Dhawan said that a smart class room can be possible if the class teacher becomes smart. He said that there are demands of computer application in all walks of life, so the student community needs to be updated accordingly.

Dhawan said that teachers who are getting training will go back to their own school and pass on knowledge to the colleagues.

He also appealed to them to preserve the sets of computers application materials, like projectors, inbuilt memory containing the academic curriculum for the benefit of the students’ community at large.

Capital Complex DDSE Mallo Yam Gollo also encouraged the teachers and urged them to update themselves as per demand and modernisation of the education system.

At Tawang, the computer training on smart class under Chief Minister's Adhunik Shiksha Yojana started at DDSE Office today. Speaking during the inaugural session, Tawang Deputy Commissioner Sang Phuntsok reiterated the importance of technology in education and assured full cooperation from the District Administration in extending Smart Class to all schools within the district.

The DC also congratulated the education fraternity of Tawang district for having topped the AISSCE 2017 in the entire state with 72.54 percent.

Earlier, DDSE Apel Tayeng said that the objective is to strengthen the teaching-learning process through use of technology to enrich the quality and enhance the mental horizon of students as well as teachers.

In all, 37 teachers are participating in the training programme.

At Doimukh, the two-days training for School Level Master-trainers on Smart Classroom project, under the Chief Minister's Adhunik Shiksha Yojana for Papum Pare district started on Thursday.

The Yupia DDSE has chosen 34 schools for implementation of smart classroom project.

Training is being attended by 68 teachers from 34 schools, along with three CRCCs from Doimukh, Gumto and Banderdewa.

Papum Pare DDSE, S T Zara highlighted the significance of Information and Communication Tools (ICT) in the teaching-learning process. 'Implementation of Smart Class by the GoAP will bring new scientific dimension to teaching and it will also help in creating interest among teachers and students. One should not interpret this as a substitute to teachers and textbooks. Rather, it is a support to conventional classroom teaching', he added.

Horen Barua, district master trainer along with resource persons from EdCIL (India) Limited will impart training to the teachers.

At Ziro, Teachers from across Lower Subansiri district will be attending the two-day training on Integrated Community Computer (ICC) for smart classrooms, which was inaugurated by DDSE, Yumlam Tana at Government Secondary School, Hapoli on Thursday.

Tana stated that it is participative and interactive in nature and aims to develop interest among students in learning and exhorted the teachers to get hands-on training on the K-Yan machine.

DPC, Likha Bida informed that the K-Yan is a compact Information and Communication Technology tool that has been developed by IL&FS Education, in collaboration with IIT-Bombay, which can work as a computer and a projector, and supports multiple peripherals and enables interactive learning in various languages. EDCIL (India) Ltd's, Noyon Dey is the resource person.

IMI Dr. R S Tolia Award 2017

ITANAGAR, Jun 8: The Integrated Mountain Initiative (IMI), a pan Himalayan civil society initiative working for sustainable development of the Indian Himalayan Region (IHR) and ensuring prosperity of the people in the region, has announced the Dr R S Tolia Award for 2017 in memory of its founding President Dr R S Tolia, who passed away on 6th December, 2016.

Dr Tolia, IAS (Retd) was the former Chief Secretary of Uttarakhand.

The IMI has instituted the award for encouraging passionate individuals to carry forward the cause of integrated mountain development. The purpose of the award is to recognize and reward the exemplary work of individuals whose work has created an impact or has the potential to impact sustainable prosperity and well-being of the people of the mountain states in India.

In exceptional cases organizations will also be considered for the award. The value of the award is Rs 1 lakh cash, citation and a medallion.

Financial Literacy Week observed in Jairampur & Nampong

Jairampur, Jun 8: A week-long financial literacy awareness programme was organised by R K Mossang Memorial Society, in collaboration with State Bank of India, Lead Bank Office (Tirap, Changlang & Longding) at Jairampur and Nampong as a part of Financial Literacy week from June 5 last.

During the programme, which was also attended by Chairperson, Komoli Mossang, Chief Manager (Lead Bank Office, SBI Dibrugarh), Subash Dhar briefly explained about Know Your Customer (KYC) and procedures to open SB account with minimum required documents, like Aadhar card. He also focused on importance of credit discipline and grievance redressal.

LBO-SBI Dibrugarh, Biswajit Handique also explained about digital payment system though (UPI & *99#), and how to use the application to make banking transactions.

National seminar on Postcolonial Studies commences

ITANAGAR, Jun 8: Delegates from RGU and universities of Assam and Nagaland presented a total of 15 papers on topics, like Quest for Identity, Diaspora Writings, Trauma of Partition, Transculturalism and gender themes during a Department of English, Don Bosco College, Jollang organized two-day long national seminar on 'Indian Postcolonial Writing in English', in collaboration with the Arunachal Pradesh Literary Society, here on Thursday.

Among those present in the seminar were, Padmashri Mamang Dai, Assistant Professor, Department of English RGU, Dr Miazi Hazam, besides members of APLS, Director Research, Dr Batem Pertin and Director Trade and Commerce, Tokong Pertin.

Safeguarding native livestock resources of Arunachal Pradesh

ICAR Research Complex for NEH Region, Arunachal Pradesh, Basar Arunachal Pradesh is considered as one of the 12 mega diversity 'Hot Spots' in the world where domestication of livestock takes place in the antiquity. The genetic resources of indigenous livestock population of this region have evolved mostly through generations of adaptive process and natural selection to the local agro-climatic conditions and to some extent by human effort. But, it has been now observed that, increasing demand for the fast growing populations of this region in terms of meat, milk and egg has challenged the limited productivity performance of indigenous livestock population. To fulfill this socio-economic need, indiscriminate breeding practice has been followed, which has ultimately led to the contamination of the native germplasm.

Considering the circumstances, it is quite questionable as today how many uncontaminated (having pure genetic makeup of native animal) livestock are present in this region. Therefore, a thoughtful utilisation, conservation and side by side improvement of the quality of these resources are important to ensure their sustainability.

Till now, no clear-cut guidelines are available for conservation/ management of native breeds and genetic resources in India. But, in the year 2008, the Government of Arunachal Pradesh, Department of Animal Husbandry and Veterinary approved the Livestock and Poultry Breeding Policies for the state. There they proposed the improvement of productivity of indigenous livestock (more particularly for cattle) by using good quality selected indigenous male for selective breeding in higher altitude to conserve these animals in situ (i.e. conservation of genetic resources in its natural habitat).

In Article 8 of the convention of biological diversity, in situ conservation meets the first priority for maintenance of a breed in its natural environment. Another method, the ex situ (protecting a species outside its natural habitat) conservation can be done by the methods of colony relocation. Though the in situ conservation is the first priority but when ex situ methods of conservation is required, the best method of conserving and maximizing a species is by relocating a part of the population to a less threatened location. The traditional livestock breeding techniques of this region depends largely on the process of natural selection. However, some experienced farmers have adopted the techniques of artificial selection of breeding stock by observing body configuration, colour, production and productive parameters, adaptability in adverse climatic conditions, aggressiveness or docility. Before adopting the artificial selection procedure some initial approach should be taken into consideration which includes documentation, evaluation and characterization of location specific indigenous livestock breeds and breeding practices adopted by different communities. After that, a strategy has to evolve for conservation, along with sustainable improvement and management of livestock species for better adoption by farming community. Some of the important general features to be considered for artificial selection procedure are:

Selection should be carried out within the adaptive environment by eliminating the characteristics which prevent the animal from functioning well in that environment.

In most livestock breeding programmes more females are used than that of males. So, selection may be imposed on males, maintaining as many as number of unselected females in the breeding herd.

Selection should not be carried out in very small populations where inbreeding may be a problem.

Inbreeding is the mating of closely related animals which leads to increase in homozygosity. It reduces the amount of genetic variation within the population as compared to an outbred population. This closely related animals produced through inbreeding may carry same mis-copied, non-functional or deleterious pieces of DNA inherited from a common ancestor. This may leads to reduction in fertility and viability. Conversely mild inbreeding combined with intensive selection can be used to improve livestock breeds so that superior animals with more effective genetic characteristics have more influence over future generations than inferior ones. This selection combined with low level continuous inbreeding concentrates the desired genes and enables deleterious genetic characteristics to be selected out. In situations of very small populations, where close inbreeding is the only option it is better to mate brothers and sisters than parents to offspring. The ratio of male to female is also very important in the calculation of minimum animals needed to conserve a population. For initial approach a small breeding programme can be design with an adequate sample size of animals that should ideally be unrelated, non-inbred and fertile. They should represent the range of genetic types found within the population. This population should be expanded as rapidly as possible, to a minimum effective population size of 500 animals. To achieve this it should ensure that as many animals as possible contribute offspring to the next generation. Effective population size may be enhanced by equalizing the sex ratio, standardizing the litter size, standardizing the longevity and equalize the representation of the founders (i.e. the animals in the original sample). It is important that as many as possible of these founder animals are represented in each generation.

During last few decades, due to introduction of several new biotechnology tools such as artificial insemination, embryo transfer, genomics, cloning, cryopreservation, semen and embryo bank, characterization by blood typing and transgenesis, major changes have occurred in livestock production as well as conservation. Out of various techniques, collecting and freezing of semen is the simpler technology in most species for preservation. Recently developed technology to collect mature ova from the ovaries of slaughtered females is a relatively cheap and easy method for the collection of haploid cells from females. These techniques will brings a speed in reproduction process and shorten the process of gene recovery which will enable more efficient genetic improvement.

As this conservation process is a cluster approach so it can be solved through Public-Private Partnership (PPP) programme. Hence, the government as well as research organization should adopt and facilitate such schemes immediately. Voluntary agencies also can play a significant role in the success of PPP, as they can motivate the farmers to take active part and control the vested interests of the conservation and farmers interest as well. Two bodies found in Doimukh

DOIMUKH, Jun 8: Two unidentified dead bodies have been found under the Doimukh Police Station area on Thursday.

One was found at Sopo, 17 KM from Doimukh, while the other at Kola camp Tinali.

SP Tumme Amo said that the preliminary findings indicate that the bodies are of non-Arunachalees, both aged about 40 years, with average Indian height.

He said that there are no injury marks on the dead bodies.

Other than mobile numbers written down on a paper that was found on the body of one of the deceased and a bottle of liquor, there are no identification cards, he said.

None of the people questioned could identify the bodies.

The police have sent the bodies to Rama Krishna Mission Hospital, Itanagar for post mortem.

Arunachal govt increases ex gratia for forces

ITANAGAR, Jun 8: The Arunachal Pradesh Government has increased the amount of ex-gratia payment for Central Para Military Forces/ Armed Forces performing duties in the state of Arunachal Pradesh or deployed at the request of the state government within the state of Arunachal Pradesh and permanent residents of Arunachal Pradesh employed in the central para-military force/Indian Armed Force anywhere in the country.

The enhanced rate of ex-gratia payment as per Government Notification, in case of death has been enhanced from Rs 2 lakh to Rs 50 klakh.

For permanent disability, ex-gratia has been enhanced from Rs 1 lakh to Rs 10 lakh, while in case of grievous/serious injury; ex-gratia has been enhanced from Rs 25,000 to Rs 50,000.

Chief Minister Pema Khandu, in his letter to the Union Defence Minister and Minister of Home Affairs stated that the people of Arunachal Pradesh are fiercely patriotic and maintain excellent relation with the army and para-military forces posted in the state.

ITANAGAR, Jun 8: Director of Higher & Technical Education, Tayek Talom has said that the construction of science block at Donyi Polo Government College (DPGC), Kamki under West Siang district shall begin this year.

He informed this when an AAPSU team led by AAPSU Secretary Debate, Symposium & Seminar, Marli Kamki called on him at his office chamber here on Thursday to submit a representation regarding early functioning of science stream at DPGC, Kamki under West Siang district.

Stating that the state government had accorded approval for introduction of science stream in DPGC, Kamki and an amount of Rs 4 crores has been earmarked for the same, Kamki urged the Director to expedite the procedure for immediate functioning of science stream in the said college as well as recruitment of teaching faculties and other ministerial staffs.

Kamki also sought the latest status report regarding functioning and introduction of science stream, including construction of science block at the said college.

'Peace rally'

ITANAGAR, Jun 8: The Abo Tani Clan Organization informed that it would organize a peace rally on June 10 next, from Nyikum Niya Ground, Nirjuli to Indira Gandhi Park Itanagar to press for its demands, which include immediate creation of a department of Abo Tani traditional and culture affairs, immediate start of Greenfield Airport, and on the beef ban issue.

12 hour chakka bandh

PASIGHAT, Jun 8: The 12 hours chakka bandh called by villagers of Namsing village under Mebo Sub-Division against the state government's decision to invite bidders for public auction of operation of Ferry Services at River Taro Tamak along Mebo-Dhola Road passed off peacefully without any untoward incident on Tuesday.

Around 300 village women, assisted by PRI leaders, GBs and senior public leaders of Namsing village blocked the Mebo-Dhola Road at Namsing village, halting vehicles and passengers, excluding medical cases, police, magistrate and media.

The villagers shouted slogans against the ADC, Mebo, DTO (MV), Pasighat, DC, Pasighat and Mebo MLA, alleging them of having inviting the tender system of ferry services at River Taro Tamak. The villagers further marked that, their village has been largely affected by yearly flood erosion by River Siang since 11th June, 2000 (popularly known as Chinese Flood) and River Sikang/Dibang changing its course in Taro Tamak River in 2015, which damaged several agricultural lands.

The villagers are also aggrieved over subsequent state government's negligence toward Namsing village and the region as no major flood control measures have been initiated on the part of the state government yet. The villagers have also said that, former Chief Minister, Nabam Tuki had also announced a sum of Rs 5 crore for restoration of flood affected villages of this region during 2015 after aerial survey of the area.

Dumporijo ASC no more

Dumporijo, Jun 8: Dumporijo Anchal Samiti Chairperson, Higge Hali passed away at his residence in Dumporijo on June 7. He is survived by his wife, two daughters and a son.

Born on 25 April, 1970, Hali was elected ASC of Topo-Heche-VI and had served as Anchal Samiti Chairperson, Dumporijo since 2014.

Meanwhile, the Topo Welfare Society has deeply mourned Hali's demise and extended heartfelt condolences to the bereaved family. Terming his death as huge loss to the society and Tagin community in particular, the Society further prayed to the almighty for the eternal peace of the departed soul.

School, building block of Circuit House inaugurated at Longding

LONGDING, Jun 8: An Upper Primary School and a new building block at the Circuit House were inaugurated at Niaunu Village and Longding respectively, by Parliamentary Secretary for Power, Thanwang Wangham recently.

Speaking on the occasion, Wangham urged all HoDs of the district to stay in their posting place and work for the people of the area. DC, Himanshu Gupta also emphasized on the need for team work in bringing equitable and overall development of the district.

Nagaland ILP committee on study tour

YUPIA, Jun 8: An Inner Line Permit Review Committee from Nagaland called on Papum Pare district Deputy Commissioner, Tai Kaye at his office chamber on Thursday and discussed about the ILP system in the district and state as a whole.

Narrating the functioning system of ILP in Papum Pare district, Kaye said that ILP is a blessing in disguise for the people of Arunachal Pradesh. The ILP helps the state to protect its tribal rights and land from outsiders, he said, adding that ILP is fully implemented in the state.

CO (e-governance) Yakar Dawe also informed the team about the types of ILP and its procedures. Efforts are on to make ILP online under digitalization process of the government, the CO said.

The visiting team also enquired about the implementation of ILP and its effectiveness in the state. They also visited the Jan Suvidha Kendra of DC office Yupia.

Distress farmers need govt support

The killing of five farmers during an agitation at Madhya Pradesh has put farmer's issue on the national stage. Farmers yesterday resorted to violence and arson in western Madhya Pradesh despite prohibitory measures, posing a major challenge for Chief Minister Shivraj Singh Chouhan and providing a rallying point for the opposition parties. They are on a warpath with government for better crop prices and loan waiver. The agrarian crisis has hit farmers hard. Across India farmers are facing torrid time due to crop failure and poor rainfall.

Congress vice-president Rahul Gandhi accompanied by senior Congress leaders today tried to visit Mandsour to meet the families of the deceased farmers. However Mr Gandhi was stopped by the police and not allowed to visit. BJP led by central leaders criticized Congress vice president for trying to visit violence hit areas and alleged that Rahul Gandhi is playing politics over farmer issue. Political parties be it Congress, BJP or any other party uses farmer issue for political gains. But the moment they come to power they choose to look other way and starts to neglect the issues concerning farmer. Also political parties need to understand that loan waiver is not the solution to the problems affecting farmers of India. There is need to improve productivity and for this latest scientific method will have to be adopted. Government should create a market for farmers to sell products so middlemen can be avoided. The distress farming communities are in desperate need of help. Govt need to listen to their grievances and address it.

The holy month and killings

Dear Editor,

"Ramadan" is a holy month for Islam which all must respect. More so when it’s observed with the rigorous austerity, renouncing the material indulgences, dedicating this to the Almighty who is “common” to all and one. True, always through the “austerity” one’s mind, inner heart and soul can be cleansed that finally raises one’s spiritual level. Throughout the holy month those who fast should not at all be hurtful to anyone, even the non-human creatures whether through the speech or action. Also, the mind must not harbor anything that precipitates the negativity.

But when this holy month is desecrated by the gory incidence of blasts --- the most ungodly acts, how could we link it with the holy Islam? Is it a prelude to a bigger mission that it started with the Manchester’s suicide explosion on 22nd May that shattered the euphoria of the concert-goers leaving 23 people dead, 129 others grievously injured? This is followed by the May 26 episode when a scary masked gunmen attacked a bus carrying Christians. The incident left 26 men dead, including many children in Egypt’s Minya. After a brief lull of four days, on May 30, a car bomb hit an ice-cream shop in Baghdad killing 15 wounding at least 30. Then immediately the next day a massive blast tore apart the diplomatic quarter in Kabul near the German embassy, killing about 90 people, sources put the injured count at whopping 460. Then followed another deadly carnage early Friday morning in the Philippines when a gunman burst into Manila hotel, who later set himself on fire, that left 36 people dead due to suffocation and at least 54 severely hurt. Then on May 3 at London bridge three vicious attackers with lethal knives killed 6 civilians grievously injuring 30 others. The killer had boldly shouted – “this is for Allah”. Again on May 7 atleast twelve people have been killed in Iran’s parliament attacks. Now how many more horrendous tragedies will happen until the end of Ramadan…? Peoples are worryingly apprehensive.

One very thoughtful friend of mine from Mumbai in a sorrowful tone, laments – “These all are the heartless attacks on humanity which only sink the holy spirit of the true believers of the Allah, we are not feeling safe on our own”? I guess he is right. Of course, no one can disagree that the principle teaching of the Quran or the Bible or the Gita -- ‘Love all and serve all’ should ever be allowed to be misinterpreted and harm the humanity? One strongly feels that those who kill and those who get killed, are both created by the "One Almighty". What is our maximum life span on this moral world? Not more than 100 years. Then why is there bad blood among ourselves and brutal hostility? One feel that we should firstly determinedly practice to believe that we all are the children of the same GOD. The time is ripe that we all must introspect with all sagacity and human compassion. The merciless killing is never the way to the Almighty.

The day I saw humanity dying

Dear Editor,

When you see your sibling/kid fall, do you feel hurt? You go lift them up. You take them to doctor's facility if the mishap is major.

However, why not individuals have this inclination when you see somebody out and about, lying in his own pool of blood requesting one more possibility forever?

Will you bring out your phone and bring down recordings of youngster/child when they're battling for life ? At that point why do you individuals have the most extreme valor to make film when somebody's out there dying instead of taking them to the hospital ?

I have the most exceedingly terrible experience yesterday. I saw what was beyond my expectations. I saw mankind fading, humanity biting the dust!!

There are no words to portray how I am feeling right now. I have lost my confidence in mankind.

Around 4.50 A.M while I was out for a jog, I saw a horrendous mischance close Haathi Matha, D sector. A truck totally in a ghastly way came slammed into the scooty. There were two travelers, one totally pounded under the tires. Lamentably he passed on the spot yet other one was alive battling for his life. I came running instantly to the spot to help the man. Lamentably I didn't have the strength to pick him up. Asked each passing vehicles to help the man, I saw them taking U' turn. They took away like that it was ideal to leave a man die as opposed to make his dazzling vehicle filthy, they took away like it was ideal to give the man a chance to die than to spare his time on individuals who aren't their own particular blood. They took away on the grounds that they thought they would be enquired.

Presently, the place was crowded yet nobody took the bravery to lift that man up.

I requested assistance from every one of them. You know what these individuals did? They turn a deaf ear, took out their valuable mobile phones began catching the sad occasion. Bravo!!!

I was crying and requesting help, instructing them to put down their phones, they pretended like they did not hear me and rolled their eyes.

Our supposed IRBNs, the dadas of Arunachal Pradesh stood their Watching the entire scene like some show was airing. I had to actually argue with one of the police and tell them what was to be done. A tracker was called and luckily that man was taken to hospital, however tragically the other had a lethal demise. I gave various calls to police headquarters. the numbers did not work! Also, the most astounding section a police jeep and the cops were at that point viewing the occasion from a distance close to foot over bridge.

This is the dismal truth of People of Arunachal Pradesh.

The adoration for online networking has taken away the mankind. You believe it's more imperative to put it on Facebook only for preferences and to show individuals you have fresh news?

Don't conduct candle light vigil or encourage rally when an Arunachalee die outside Arunachal. Kindly don't raise your voice or battle for prejudice or fairness or humankind when in your own home land, you can't lend your hand to your own brother!!

Are you not this educated enough?? Humanity is not thought in the school that you require compressed lesson for this. It is built inside. I have constantly perceived individuals of Arunachal to be exceptionally brave and helpful, and you individuals failed shamelessly.

I ask you are you mentally retarded, capturing such tragic brutal accident, without helping your fellow brothers who is right in front of yours eyes dying.

If those who were present at that moment, you should feel ashamed of yourself for your heinous ignorance.
